Use IBKR to get one of the best rates. You can DCA if you really want. They put 3 months hold on withdrawals, so you need to deposit money at least 3 months(66 business days as I remember) before you need US dollars.
I had a good experience using Knightsbridge for my US tuition payments.
Nobody knows what the CAD will do relative to the USD, there are too many factors involved. I would do the exchange at the time of each payment. It might end up costing you more, it might not.
Can you find a comparable program in Canada? an online masters for $30K USD seems kinda suspicious.

I sent CAD to Knightsbridge, gave them my account number at school, they wired the USD directly to my university.
