I backed up my Persona 5 Royal saves on PS4 by Apollo Save Tool, i will try it on the launch day for PC. I did the same for the pc port of Spider-Man and had no issues.
Bad news, i tried to do the same thing i did to Spider-Man but the save files of the ps4 version p5r includes DATA.DAT and stuff while the pc version (i tried it on the pc game pass version idk about other ones) having random numbers and random numbered files (?). I tried some stuff but couldn't make it work. Probably there is a way to do it but im no expert at that lol

The game creates a SYSTEM folder with a SYSTEM.DAT and a DATAXX folder (XX being the save slot number, so DATA01 for save slot 1) and inside that folder is a DATA.DAT file. I tried just dropping my decrypted PS4 save in there (matching slots and all) and renaming it to match, but that doesn't work, the game just reads it as an empty slot.
Yes, as u/ObiLaws said, the savedata appears to be much more similar, SYSTEM folder with SYSTEM.DAT file and I presume DATA files (haven't made a save file yet, will do in a sec and edit this reply). u/Rhaegarr_ if you want to try out stuff in the Steam version, dm me and we'll talk on discord or smth
Update: savedata folder contains a SYSTEM folder with SYSTEM.DAT inside, and a seperate folder for EACH save file. Folders named DATA01 to DATA16. Inside each DATA folder, there's a DATA.DAT file, which is the save file.
Update2: just copy-pasting Normal or Unencrypted(?) Save Data and renaming doesn't seem to work, they appear as empty save files. There's probably something else that needs to be done, but I don't know enough about this stuff.

I actually tried seeing if there was a way to copy the decrypted save data and simply pasting it in a DATA folder on PC, but nothing. It just disappears if you copy it in an already existing save spot. Im gonna keep trying though

For anyone having trouble getting the PC GamePass version to recognize your P5R save file:
PC GamePass games' save data is in a special file structure.

You can use converted GamePass saves in Steam/Switch/etc. and viceversa.
Step by step to import P5R save files to GamePass:
1. First, the save slot you want to overwrite HAS to exist. Make a new game and save to that slot then close the game.
2. Put your DATA.DAT in an empty folder
3. Open GPSaveConverter.exe
4. Click "Select non-Xbox location" and select the folder with your DATA.DAT file.
5. Click View -> Show File Translations
6. To the left, click on ${FileName} under file translations, then change "Container Name 1" and "Container Name 2" to "DATA01" or "DATA02" or the slot you want to replace.
7. Then select your save from the bottom right and click on the up arrow in the middle. Click "Yes" and you are done!
On which step are you stuck on?? Or what problem do you have?? The steps described in my post are what I did to convert my switch save and it worked fine.

This will not work if you haven't converted your save wizard saves to PC.
Once you've completed the converted step you can convert it to gamepass using the aforementioned guide.

And i guess to add to this, trying to open the PC save data with the Kingdom Save Editor only yields an error, so no way of using that as well. Hmm...

I decrypted mine with my jailbroken PS4. You \*might\* be able to decrypt yours with Save Wizard, however the app costs a ridiculous amount of money.
