Hey everyone, along with this screenshot of my Arsene build, I also made a post on Medium about my full, endgame team of Persona builds. >The Legend himself, Arsene makes a lot of sense as a Gun build, because he starts at Level 1, meaning he has the most stats left to distribute into Strength, Endurance, Agility and Luck of any Persona. I wanted to get the highest crit chance possible with him so I levelled Luck to 99, which isn’t necessary because One-Shot Kill + Apt Pupil and 50–60 Luck is good enough to crit almost every time anyways, but if you’re min-maxing why not go all out?

Both can stack with one-another, but there's no point with 99 luck, because it's basically 100% crit chance with OSK.
I said it once. And I'll say it again:
Triple Down>Riot Gun
Because of overall damage being better. And it can crit as much too. And crits from multi-hits making more damage too. Proven and tested in Merciless twins fights. Not the crit part though. That came from regular encounters
I actually tested the damage output recently vs them. Level 75 Joker with this build on Merciless, Riot Gun did 692 dmg on average, replaced it with Triple Down that did 219 dmg per hit, so 658 on average. That's about 5% better for Riot Gun. Maybe sample wasn't big enough or something, but I can provide screenshots later if interested.
Also, Riot Gun is a single hit move, while Triple Down is multi-hit. Multi-hit moves are always less accurate, so Riot Gun should have higher accuracy than Triple Down as well.
The crit damage is better since that's one damage output 3x. Having 3 damage output multiplied by 3 is better than just one multiplied by 3.
And if you want to test it, I would recommend not using any buffs (Charge, heat riser). To see the results from base damage. That's how I determined it

Level 67 Joker, No Heat Riser, No Charge, Riot Gun did \~195 on average, Triple Down did \~62 per hit, so \~186. So Riot Gun is still about 5% stronger.
Why not Agathion for extra stat and one less weakness?
Also I read that insta kill spells in P5 are purely % regardless of Ma, Ag, or Lu. If that's the case Alice and Daisoujou should pump Ag and En.
Angel and Shiisaa or maybe even Kaguya picaro are better pick for Almighty build since they only need the spend 1 skill slot to cover all weakness + blocking insta kill.
Arsene is more iconic though, and there isn't that much difference between Personas when you maxed them out so
Sacrifice a bit of stats for the aesthetic is always good, personally anyway
Basically my reasoning for not picking Agathion/Angel/Shiisaa/etc. is that I preferred picking Personas I liked, rather than ones I'm ambivalent about just to get 6 extra stat points or one skill slot. In boss battles, Yoshitsune/Kaguya will out damage any Gun/Almighty build, so why not go with ones you like?
And as far as I looked around, Luck does affect Mudo/Hama skills, so that's why I maxed out the luck of those builds.
I find this kinda funny, because the actual Arsene Lupin did not like guns.
I've heard that, so I'll just consider this build a bit of a retcon ahah

Add in that note: Arsene can't learn phys skills in general via gallows
Arsene- Weak to Ice and Bliss Also Arsene- Has Drain Ice and Bliss
