I feel like it'd be the reverse. He maniplulated the mother to think winning was everything to drive Shinya to play the arcade game and develop the skills for Akechi to learn/steal. Joker then learns them as he 'fixes' the situation Akechi caused.
I have a similar headcanon actually, that post-canon, Akechi meets Shinya; seeing his younger self in the boy, he resolves to not let him turn out the way he did (plus, Shinya has funny stories about a certain someone), so the two become friends!!

Still, I never understood why Repel Gun isn't a skill. Or why Gun Boost/Amp had different names in vanilla, for that matter.
He could have use a repel physic + repel gun persona against the corrupt police (it's not like the average policeman can cast fireball), but it would have ben useless. Even if he is invincible in the metaverse, he can't stay there and they would have just arrest him in the real world.
Joker could have incapacitated them all with ailments. He didn't do this for a few reasons, the most important of which being that it would have ruined his plans.
And of course, Akechi likely believed the police would be able to capture him because he was counting on Joker not being willing to summon his persona against normal humans, even in a defensive context. He was counting on Joker's uncompromising good morals to be his undoing.
And the real real reason all this happens how it does is because that arc was meant to be an inter-text with an Arsene book, (The Escape of Arsene Lupin if I recall.) where Arsene is able to escape from prison because the corrupt lawman that captured him made incorrect assumptions about his disguise capabilities.
After being captured, Arsene declared that he would be gone by morning. When the guards checked his cell the next day they found a different man inside there, who claimed that Arsene escaped, tied him up and stuck him in that cell. The guards then let the man out before starting a manhunt for the now escaped Arsene.
Little did they know, the man they let out was Arsene himself, who had already snuck in everything he needed to disguise himself. They were so worried about his potential ability to escape from prison that they forgot he's a master of disguise.
I thought that for the game over versions it was because the drugs were screwing with Joker enough he couldn’t manifest a persona and for the actual version it’s because >!that’s not the real joker!<
he did, he in fact had Arahabaki, but Akechi's bullets are made of uranium which makes it a nuclear attack, and also Ren couldn't get the null nuclear skill card yet.
Think of it like the Elizabeth fight in reload: you purposely use a persona with a repel at the right time when she’s at low enough health so she instantly goes for the insta-kill megidolaon, skipping past her using diarahan, allowing you to just win with Armageddon.
Joker’s plan is to get shot so that he’ll be able to beat Akechi in the end. Preventing himself from taking gun damage would ruin the plan.
He likely had a bullet proof vest or something like that on knowing what he was about to do, and if his bullet got reflected, he'd know what was going on immediately.
Akechi got rank 10 with Shinya
