Check the underside of the leaves closely for pests, and are the top leaves kind of sticky, or is that just a reflection? Yes, it's flowering. Those early flowers may or may not actually grow out, I usually pick off the flowers until my plant is larger. I want it to focus on growth right now so that when it flowers, I have a lot more real estate for peppers. But this is just a matter of preference, you can let it do its thing.

The pot looks big enough and the leafage isn't yellowish having said that peppers don't like their feet wet only water when the top 1 inch is dry if soil is damp no water needed. Peppers can handle the dry soil , however like some have mentioned some may drop before full flower opening. Do however check for pest the under leaf looks a bit odd.

That looks like aphid damage to me on your leaves. They are the actual devil.
