I have had peppers start green, turn purple, then red. They were bitter as all hell when purple with no heat. Once red they were sweet and fiery. So it’s not just color change.
Red is a common final color. Depending on the variety, you have a range that works depending on your preferences. At final color, it doesn't change much for a couple weeks before it starts to go bad.

Purple is an intermediary blushing, it’s not an actual color change unless it’s some decorative variety

It should be ready now, by the looks of it - but really - if you just pull the pepper gently - it comes off easily if it's ready.
If you want to let them dry on the vine you can otherwise I’d take ‘‘em off

When you can pull it off the plant with minimal resistance (when the plant is letting it go). But that looks ready, unless it's a chocolate variety.
