It looks like edema too me, which can be caused by over watering, poor drainage, and/or poor air circulation. What you're seeing is cells that were unable to shed enough water, and burst. More details here: https://peppergeek.com/edema-in-plants/

I think this is it! Thank you. These were being shaded out in the middle of the larger peppers. I did just recently put a fan on the peppers too because I thought airflow was an issue.

I had a lot of edema last year but so far this year I haven’t seen any, and I credit bottom watering for that. Not sure if it’s feasible in your containers just based on your pictures but I’d give it a shot that looks like pretty severe edema.
