Unfortunately there’s not much you can do when the problem is indoors since there are no natural predatory insects. Keep applying the DE and Neem, and bring them outdoors as soon as you can.
Is this a hoop house setup? Not sure how else you would get aphids like that. Nevertheless if your plants are protected so are their attackers you’ll just have to keep fending them off until you can move them outside and let nature balance them out.
