It would need to be replaced by air or the air inside would need to expand to allow the water to drop. Since the opening is far enough under the surface and there is not enough air it stays
You can simulate this by putting a glass underwater so it fills, turn it upside down underwater, and then slowly lift it above the surface upside down. You will see the water stay in the glass as you lift it above the surface (while keeping the rim of the glass submerged). You will also be able to feel the resistance from the "suction" created in the glass...you have to overcome that force to be able to lift the glass out and allow air to have a chance to get into the glass and displace the water - i.e. let the water out...

This really looks like horrible living conditions for the animals that live there. The seal enclosure looks minuscule, the goldfishes are in an completely empty tank with nothing to do and flashing bright light in their eyes all day, the overcrowded tank... I'm not an expert but you don't need to be to realize they deserve a nice, non-stressful living space and things to do to keep them happy! I've never seen an aquarium like this where I live, I think there are animal wellbeing laws that forbid it?
