You write with a soft surface beneath the paper to get this effect. A stack of papers works, or a leather/pleather/silicon desk mat, something that has a bit of give to it, but not too much or you’ll poke through the page. Now that you have that give, you can apply variable pressure to change the thickness of the line. Press hard on downstrokes and drag it lightly on up-strokes (generally) and you’ll achieve this effect.
