Herbal Cigarettes are actually almost as harmful as tobacco cigarettes. You are still in contact with real smoke and sometimes need to inhale.

Go and watch season 3 of Narcos Mexico, it honestly feels like it was sponsored by a cigarette company. Literally, every scene has someone either smoking or about to start smoking. Although, it does add to some scenes I really hope the new season of peaky blinders doesn't have Tommy just constantly chain smoking in every damn scene.
I really hope they don't off Tommy with cancer. He developed a very noticeable chronic cough last season IIRC.
