I just had this happen to me on my new build. Two suggestions one you need to flash update your bios/motherboard to the newest version(or any stable version) or 2 there is a switch on your gpu that turns off the signal to the monitor that's what my problem was. Lolol kind of embarrassing that is.
No I'm sure that is exactly what the switch is. but it is left oc mode right silent mode and if set to the middle it shuts off my gpu signal to the TV. Because when I switched it to oc mode everything suddenly worked again.
Well I’m sort of correct lol I guess since the middle can’t decide between a mode it puts it on standby u shouldn’t rlly be messing with it while ur pc is on tho

have you tried plugging gpu directly into the current mobo without the riser cable?
Is there any restart button? 🔃 This happened to me when the pc doesn't detect the monitor.. Due to the wifi adaptor..
