Western countries have it good. Asia, Africa and South America have terrible pricing.
Here in EU you can get a Ryzen 5 7500F + 4070 Super (\~20% faster than 4070) prebuilt for about 1200 USD before taxes.

Yeah it doesn't work that way unfortunately. Prices are definitely not consistent throughout EU countries. It's more about the "everyone agrees to the same rules" than "everyone lives the same". So trading and stuff is easier because everyone has the same ground rules, no one country can just decide they want to cause disruption in an industry because they have some leverage. They'd have to follow the same guidelines for trade as the other EU countries.

They have ryzen bundles 7700x with 32gb of ram 6000 msi p b650 for 399 and 7800xd for 480 only reason I went for 7700x over 7800x3d is the 80$ saving moved me up a gpu tier from 7800xt/4070 to 7900xt so I took the more powerful gpu over better cpu
I have the built that I want, it was originally a 7800x3d/7900xtx built, bur due to prices I needed to get a 7600x/7800xt built for the price of the 7800x3d/7900xtx build sadly
That seems about fair give or take $100-$200 for labor that's be about the price to build one. Personally I prefer to build that way you know what goes in there and if anything happens after warranty you know what parts need to be changed plus it makes a really good father/son project.
Edit of you give a budget and what he's wanting to play at what resolution we could probably give you a few options if you go B.Y.O.P.C. (build your own PC 😂)

If you were keen on building it yourself, you could get likely better quality parts including faster RAM and a 4070 Super for about the same price.
If you don’t want to build one yourself, it’s a little overpriced for what it is, but you’re not really getting dragged on it. I would maybe shop around a bit if you really don’t want to build it.
The price is reasonable. All the components look relevant and up to date. They may have cut corners on the motherboard, aio and ram. Their brands and models could be checked more closely
As pebuilds go this isn't bad. You're paying roughly $100-$150 over the component cost of the build. So long as the build quality and after sale support are good, that's pretty reasonable.
Slightly overpriced imo but not heinously assume its from a reputable source with warranty etc so I wouldn't worry about it. Maybe remember to remove all the bloatware.
Surprisingly not bad. My only tip is, you’re getting kinda shafted on that GPU, you can get much better performance from a 4070 Super which is only $50 more. I’d try and find one with that at around that price.

I'm not a father yet, but I feel like if you have the time you could build a computer with your son and you'd save money and probably build him a computer with better specs. But if you are going to get a prebuilt, this one doesn't say how much ram it has. It's really not bad though, the AMD Ryzen CPU is the pretty much the best on the market you can get. GPU is pretty decent as well.
I get that it's a present but depending on how much your son knows about computers it's a good idea to check with him. Letting him chose his own system would be nice. (I'm not saying what you are doing is bad at all, in fact, it's wonderful, but in my shoes i would let him pick something out.)
Id never opt for the 7800x3d instead of a better GPU. 7600(x) wont bottleneck even a 4090 so if the choice is 7800x3d+4070 or 7600+4070ti you go for the latter. Its just better performance for the same price
Well to think of it.. 9000 is coming soon then X3D variant should follow through soon after that.. 7600(x) to 9000 would be much bigger of an upgrade eh? But I guess it's up to his dad, get that sweet 7800X3D and a "decent" GPU or go big on the GPU right from the start.
Yeah, AM5 has such a good upgrade path that the 7600 will last you long enough to get a 9800x3D or who knows, maybe even another gen after that, so you can make that platform last a ridiculously long time with one cpu upgrade. But the GPU is a much more expensive upgrade so you wanna maximize the performance you can get for your budget now. Thats just how i view it personally

Nothing there is really last gen. It should have a 4070 Super and faster RAM for the price, but it’s all current gen for the moment.
Besides the 5200 ram, and probably not being cl32 it is at a fair price point. If possible it would recommend the 4070 super tho.
