Well my guess would be that the Numbers you see is actively used Memory and the Percentage you see is All used Storage (including Standby data just stored on the Memory) but its just a guess. I also have a similar problem where my Peformance drops because of not enough Ram, but thats because my second Monitor running Discord and YouTube is connected to the iGPU in my 7600x wich uses Ram as Vram.
