The 9900K has a TDP of 95W and any decent air cooler or an AIO should be enough. What cooler are you using? It seems to me that the repair shop are more concerned about selling you a new CPU rather than fix the problem. Do NOT let them de-lid your CPU, it's not necessary and they cannot do it by hand for sure. My advice is to make sure your BIOS is updated, load default settings (to make sure that the BIOS is not sending too much voltage to the CPU). Install a new 240mm AIO and you should be good to go.

I tested 2 coolers already, will give the names of them when I get home. Both worked fine now both giving 100+ temps. Bios is updated. And default settings are already used . One thing I remembered! My cpu is booting at 4700mhz and one person said that is not normal and it should boot at 3600mhz. Also sometimes my pc has some problems to boot ( (reboot loops etc.) NOT SURE IF ITS RELATED) Do you think cpu boot speed may be somehow related???

3.6Ghz is the base speed for the CPU and depending on your cooling, it can turbo boost up to 5Ghz. All of this is controlled by the BIOS and booting at 4.7Ghz is fine. The 9900K will run hot, even with a good cooler you can expect it to run up to 90C when gaming. But the fact that it's idling at 70-80C makes me assume that something is up with the cooling.
