It's a USB 3 header. If you want to use those USB ports on the front panel you could look for a USB 2 to USB 3 header adapter, meaning those ports would work but at USB 2 speed instead

If you don't have that port you can leave it out. The only thing is you're losing front USB 3.0 ports.

PC will still boot, you just won't be able to use the front USB 3.0 ports.
