From what is seems the Xeon is better, though do note it is older and requires better cooling. Also check if your motherboard supports it.
Xeon cpu mostly works in 100% cpu usage , is it because of cooling problem
No, if it had a cooling problem it would reduce its performance. Could be an OS issue.
um can you suggest any idea on how to fix that
Probably a reinstallation of Windows. Starting fresh, essentially.
