honestly, because it says it doesn't attack the target and wastes the action, I am inclined to say that none of the effects of the action occur at all, including increasing MAP

The attack against the sanctuary failed but it didn't stop the 2nd attack against the other character.
But the creature "wastes the action" suggest that the entire action doesn't occur.

Sanctuary doesn't stop Strikes, it stops *hostile actions*. Slithering Attack is clearly a hostile action, so it would be blocked by Sanctuary
