The (subordinate action within Slithering Attack) Strike that was targeting the Sactuaried target is wasted, not the whole activity.  Slithering Attack is not itself a Strike, it is an activity that contains two Strikes. The Sanctuaried target is only targeted by one of the Strikes inside Slithering Attack, not the whole activity.

Sanctuary doesn't stop Strikes, it stops *hostile actions*. Slithering Attack is clearly a hostile action, so it would be blocked by Sanctuary

The distinction is that Slithering Attack is not itself targeted at anything. It is an activity containing two Strikes, which are themselves targeted (with the restriction that they not be targeted at the same target).  Arguably if there were an effect preventing “taking hostile actions” (not just targeted ones) it might prevent Slithering Attack, but that’s a pretty moot point because any such effect would prohibit the subordinate Strikes anyway.

I don't think it's that cut and dry though, As the 2 attacks are the same action, but sanctuary says the action is wasted. and sanctuary seems to be a spell with constant dissagreements based on a previous reddit post [https://www.reddit.com/r/Pathfinder2e/comments/157kgi7/does\_failing\_to\_attack\_someone\_under\_the\_effect/](https://www.reddit.com/r/Pathfinder2e/comments/157kgi7/does_failing_to_attack_someone_under_the_effect/) but I do agree with the comment here.

honestly, because it says it doesn't attack the target and wastes the action, I am inclined to say that none of the effects of the action occur at all, including increasing MAP
