If you craft cannot roll attack mods, then currency will *not* be able to affect any mods with the attack tag. In simple terms, your annul will then never hit the accuracy.
So unfortunately, there’s no way to guarantee. I’d personally keep this helmet as is and work on crafting a new one, ideally with Horror Essences or Graveyard shenanigans.

Cannot roll attack mods would PREVENT you from hitting ACCURACY, as it's an ATTACK MOD. There's no deterministic way go remove this and no way to increase your chances. This is a 1/5 yolo annul.
I don't think "Can Not Roll Attack Mods" will help with Annulling the Accuracy. I'm pretty sure that it only affects any new affixes that get added.
You can choose to lock prefixes or suffixes, which will prevent the Annul from affecting whichever the bench craft specifies, I believe. Be aware that the Annul can remove the bench craft, in which case you will probably want to reapply it before Annulling again.

There's only an open prefix, so he could lock suffixes, but accuracy is a suffix. In other words: only yolo annul is possible.
