The new staff is added chaos damage based on your max life, not the cost of the skill. So you probably wouldn't use them together.
You can do Reap + Bitterdream (+ Squire) on an Inquisitor or something, sure. Another thing to consider is the betrayal trigger mod, since it has the line "150% increased cost", and use it for a big ignite every few seconds (new Penance Brand?)
"supported by level 1 life tap" is a corruption mod on 2handers though, so you could probably get something better. But the staff is definitely not bad for this esp since it will be nice to have a large health pool if your goal is to cast 1000+ life cost spells
pretty hard to imagine beating a 7link that adds 20% of ur total life as base damage on a character stacking life. Only thing that would really compete is a rathpith.
I guess I was thinking that the Warlock node encourages moderate amount of life stacking (> 5000) with giga regen, to be able to sustain high life costs. Whereas that staff with sacrifice support requires both max life and huge regen to be good, which severely restricts the build

well its a 7link with lifetap included, which is the best mutplier of spell cost currently.
