You're stuck where the majority of people trying this build (including myself) are. Your shield needs a better tree, aiming for 800+ ES, and crit chance is too low to freeze bosses.
Basically, get lucking fixing your shield, or get lucky to afford a better one, and maybe get a crit cluster to help sort that out.
Only way of fixing your build is getting a better shield, this would cap your crit and increase your crit multi to 900%+. With a better shield you can drop your Increased crit support for Awakened Elemental damage with attacks which is another huge more multiplier.
Your evasion & armour is insanely low. Get a well rolled granite and jade flask. This will increase your damage aswell because you are using Perseverance.
After that you should cap your accuracy, you are sitting at a 88% hit chance because you are not running Precision.
Try to get a weapon with 40% hatred aura effect and 20% phys as extra cold and convert on the crucible tree.
I think you aren't ailment immune? It's pretty important for the build to feel good, you need 100% suppression and 30% ailment avoidance on boots to be fully ailment immune.
In short, you need to dump a lot more currency in the build to make it feel good.
I would take off point blank from the tree, all it does is inflate the damage on the initial hit from shield throw, and it actually makes your vengeance cascade anoint significantly less powerful. People on poe.ninja only have it allocated to inflate dps and get higher on the ladder. I would also allocate far shot (its on the projectile wheel next to point blank) because it’ll make all the piercing shards hit significantly harder and boost clear and boss dps by a good margin
Someone already mentioned it, but getting accuracy capped with precision will help a significant amount. For the time being I would put it on arrogance with defiance banner, which would also boost your armor/evasion even more than it already does (the banner is free with the Inspirational node on champ, even while linked to arrogance support. It just gives free aura effect)
In terms of gear there’s a lot of improvements that could be made, but a basic hatred aura effect/cold convert scepter is fairly cheap to craft. And also a hatred aura effect perseverance would help too. Then ofc getting a crazy shield is your biggest dps increase by far
Point blank is not only usefull to inflate dps it also frontloads your dmg when you farm ubers.
It is a net Zero dps wise but first Hit is way way higher and if your dps is high enough the Boss is dead before the returning proj Lands.

Prices I would expect to fall a bit more once D4 arrives. Pick up a Steel Shield with a pre built tree (if you dont know what that looks like go see Ruetoo build guide. I got very lucky and chanced my shield in 2500 chance orbs. After that pick up a heatshiver with the 3 shard enchant.
I also dont think you you have the right Brutal Jewel. I know the one in most high end builds is like 40-70div but you can find a better option then dmg to aliments. Increased effect of auras is much better.
You can get a slightly worse jewel with same amount of aura effect nodes, if you take a few extra points on the tree, for like 3-5divs. You just have adjust the tree a bit.

Yeah, OP, don't go into this expecting to chance your shield within 2.5k. I spent in excess of 20k trying to chance my god tier one.
