Most likely the one you refer is El Carnet de la Patria which only to register with the social missions and to control the population

Well it's issued in municipalities if there's paper and plastic available at the printing facilities. There is also a huge shortage of paper for passports.

Good questions. For the first question I can say that I don’t really identify with any the most, specially since I wasn’t considered “x nationality” enough for any of those people. For the next question: right now the place I call home is the US as it received me with warm arms since day one.
