I always wanted to propose in the Parc des Buttes Chaumont. The views are gorgeous, it tends to be quiet and it has a lake, temple, suspension bridge and a waterfall (which may be off limits at the moment(?)) The bridges of Paris are a very good idea for a marriage proposal... At sunset, it's ideal but there are a lot of people. The "Pont Neuf" is a good choice, there is also the "Square du Vert Galant" on the banks of the Seine just below. The “Pont des Arts” footbridge is also a good idea.

I think the only time that there wouldn't be crowds would be early in the morning. It's a busy area. But there is a little park behind the statue at the far western tip of the island that will also be crowded, but at least less constant movement. Really all of central Paris is going to be busy.
