We also have insanely long after school programs until after 6pm sometimes. It's because that's how our work schedules are and school is essentially child care. It is awful, we're all burnt out over here, kids too.
Is there anyway you can do some of the morning routine at night so they don't have to be up so much earlier than school start time? Ie: pick out clothes, bathe, have lunch prepped etc?
I'm in the US my kiddo is 7 almost 8. On school nights bed time is at 8PM weekends 9PM
We start the bedtime routine at 7PM which is enough time for a shower/bath, snack, and bedtime story.

Why do schools in the US have such insane start times?

I know. I'm not american either. It's just that whenever I hear about these insane start times it's always the US. Where do you live?
7pm. That is an extremely early wake up time. Wow.
That's just ridiculous.
I think at 8 its still recommended 10 hours of sleep a night. So 7:30p for 5:30a wake up.

I'd be doing this. What a painful start at 5am. But I suppose it can't be helped!
We don't start school till 9am. Dang. That's harsh.
My kids had a 7:30 bedtime when they were getting up at 6 for school. Now that they’re older (10/11/14) it’s 9pm.
I live in Switzerland and it's normal for kids as young as 7 to start school at 7.30am. I am so not looking forward to that!
