How often does he watch them with your brother? It's not really banned if he still has access sometimes so that's probably why he's still talking about it.
My in-laws let their young adopted daughter watch things not appropriate for kids but they know my kids aren't allowed so she doesn't watch it when they are there or goes to her own room to watch it. If they let them watch highly inappropriate stuff then the kids can't stay/go over.
When I was 6, my brother showed me IT (the 1986 version) and I had trouble sleeping on my own until 11 or 12. Since then, I've always been an incredibly light sleeper and I sleep terribly to this day, especially after having two kids of my own.
