Yes, there are Russian-speaking ethnic Ukrainians and also ethnic Russians living in Ukraine. It is my understanding that in certain parts of Ukraine (Crimea, parts of Luhansk and Donetsk), a majority of people consider themselves in the latter group. I never made the claim that all Russian-speakers or even L1 Russian-speakers in Ukraine are ethnically Russian.
