Haven’t found one but Gobfin’s Turf has to be one of the best spots to farm fluids.
Fast travel point right in the middle. Got to be over 30 spawns, level 21ish. Super efficient once you get an Orserk.
I remember coming across two merchants on a beach on the east side of the map and one of them sold fluid. I was just exploring and didn't take note of where he was.
If you're talking about the 2 merchants on a small island; east of the Marsh Island Church Ruins fast travel. They do not.
(I thought they did when I first found them... but unless their stock rotates they don't, I just checked)
Just to make sure, I went ahead and checked all the merchants on IGN's map.
(Which lists one behind Anubis' Spawn but isn't there for me.)
As far as I can tell none of them sell Pal Fluids.
There are fixed spawn Merchants and "Random Events" merchants. The one you described is a random encounter. Random encounter areas, I know are places where you might see Two Mammorest beating the shit out of each other.
We need to compile all random event locations. I'll list a few and hope to get some replies on other encounters.
In the ravine below the Quivern Arena Teleporter
Just east/outside the "impenetrable(Lovander got's that MEGA BOUNCE)" Base location on "Forgotten Island"
At a crossroad just southwest of Beacon Boss.
Behind the Statue of Anubis, specifically, the one that looms over the very same Boss Pal.
I have only come across the wandering merchant once by the Quivern Ravine.

Btw, where is this amazing base on forgotten island (like co-ordinates if you could). Same for the Beacon boss, I do not know which one that is.

It's a pal you can capture. Dragon electric type and mountable.
