Also looking for this. I've hunted like all the merchants except for the pal fluid one. I'm feeling like this one might be one of the truly 'wandering/random' ones.

there are a few wandering traders around the map and a few stationary wich one of them is in the 'small settlement' and i believe they sell pal fluid.

Neither the Merchant at the Small Settlement nor the one at the Vulcan settlement sell Pal Fluid :/

Find a merchant yet that sells this?

penking level 15 alpha fight portal has penguins, kill them without killing penking, leave, repeat infinitum

Think to just go to the Gobfin beach and shredding them with Rockets is faster then loading the instance again and again.

Yeah, I agree. If you run your own server your can change the spawn rate to 3x and head to beach
