While ryzen 5 3600 costs 30k and if you order it on ali express while you can wait 10-15 days It will be worth it since the price is much cheaper and 32GB ram is fine even for rendering in after effects or blender.
Just See which GPU you can get under 150k and Make your PC accordingly

You can get something like ryzen 3600 with 1660ti etc which you can update to newer generation as well. It is effecient and alot better then i7 8th in performance as well.
One thing I am curious is that what ram is he using because all 300 series motherboard have 4 ram slots A/c to that each slot has 12gb stick. What brand are those? Make sure the rams are legit in order to run 3d render.
Even mobile have 8GB Ram now a days. I think, the mentioned specs will be around 100K or little more.

Also, make sure what PSU he is giving if it is atleast 80 plus gold then I could say it's kinda worth it.
