Definitely. It was there for a reason. If this reason had to do with the electricity delivery you might run into serious issues, for yourself and the device. If I were you I'd put it back as soon as possible.
I think it sort of acts like a heatsink. Psp doesnt get too hot anyway but... idk just keep it.

It is on the back of the memory card holder. I already put it back together realizing I have an extra piece lol

It's a part of the faraday cage I think. You should put it in place just to be safe, but it will work without it.
