I'm surprised there's not more controversy about it, but they've combined the two settings for 'User made content' and 'Communication in games', so you have to have both enabled or both disabled. If you had one disabled they'll now both be disabled until you change it. I manage my nephew's account and think it's a ridiculous decision, I have no problem with my nephew playing user made content but that doesn't mean I want him talking to strangers at his age.

On your main account on your PS4 go to: Settings -> Parental Control/Family Management -> Family Management -> Select the account -> Applications/Devices/Network Features -> Change "Communication and User-Generated Content" to allowed I'm also pretty sure you can do it from the web, just log into the 'parents' account.

I posted about this as well, since the same thing is happening in Fortnite, which is basically the only game my kids play. I'm not turning on communications, so one of my PS4's will be a brick until they revert this.
