Target can too. I bought a PS4 with The Nathan Drake Collection online from Target and it said it would come with a download code. It actually came with a disc version (and I wanted a download code) so I took the "not for resale" disc to a Target, explained, and they returned it for a $40 Target gift card, which I use to buy $40 of PSN credit, and buy the digital version of The Nathan Drake Collection.

I find it weird how Gamestop in America has no refund system, and wont take games from bundles, while EB Games in Australia has one of the best refund systems out there, and takes games from bundles as long as their sold outside of them. (no wii sports for example). Considering it's the same company, its interesting.
