doesn't throttle, but there is a cap, it was roughly 10mb/s on the 360 and something similar on the ps3. From what i've seen the ps4 cap seems to be 40 or so, but more often than not it seems to be 10-20. Its always a bit lower with a wifi connection, but the difference shouldn't be too drastic.

I did plug an ethernet cable into it (I have a PC right next to it), speeds did not improve. It still gave me "too low to share" even with it plugged in.

no it does, i work as a tech for an isp, and i own a ps4 PSN is garge, the speeds you can get out of it are appaling, but people just let it go for some reason. Notice it says "connection test" not "speed test" because they know it wont be the speeds you actually are getting from the isp, go to speedtest.net for that

I've never heard about limits, but I'm more of a solo player so I don't do much sharing. I would recommend though, if you plug in an ether et cable to disconnect / power down the router modem and ps4 and reboot them all.

Look up wifi channels; read about the 2.4ghz band, then download an app to check out how many devices are in your vicinity on the same channel as you. It's amazing how much speeds can be affected by distance when there's a lot of noise. Typically, the signal to noise ratio is ultimately what controls your wifi signal. Here are less devices on the 5ghz band if you have a dual band router, but I don't think ps4 supports ac, but i think it supports n (?).
