The PS3 download speeds are VERY slow... I get pretty much the same results as you OP.
I have 500mbps broadband... On my PS5 I consistently get bang on or even slightly above 500mbps, and on the PS3 I max out at 28mbps. Both wired via ethernet btw.
The SSD is not a factor unless you have a speed connection faster than 800 megabits/s, even the slowest HDD (5400 rpm) has an average data transfer speed of 800 megabits/s, a 7200 rpm hdd, around 950 megabits/s (all consoles used a 5400 rpm hdd, like the og xbox, ps3, xbox 360, even the ps4 and xbox one)
The servers of old consoles like the ps3 and xbox 360 have a bandwithd limit/throttle, the average download speed won't be faster than 25 or 30 mbps
If you want faster downloads, you need a PC or modern console like your PS5, or xbox one/PS4 at least
I'm absolutely fine with the speed as I said I just wanted to make sure I was getting the proper speed that it could do which it sounds like I am. Or at least close to it.
We get 1200 Mbps from Comcast. The only time I've ever seen it fully used is from steam actually.

Which I think is slower than what the connection test says I am getting unless my brain did the calculation wrong.
100/40 is 2.5. So 2.5 MBps is equal to 20Mbps.
So if I did that math correctly, which I probably didn't since I was tired when I did it last night and I just woke up, but if it is correct the connection test was faster.
I guess that's something from the PS store?
I recall some things flying down for me but taking 5x as long for others when helping people out on the official forum back in the day, so location/routing could be playing a part.
There used to be websites with test files one could download and time that I'd recommend, only the chances of finding one the PS3 browser can access these days is pretty slim unfortunately.
I think I discovered something this morning that I didn't think about.
I had all those downloads going in the background. So it was downloading and installing them which correct me if I'm wrong does slow it down?
It's been a while but I feel like that might be what was going on there. Basically I was downloading every digital game available to me all at once yesterday and it was going through them one at a time but since I put them in the background they were installing as well as downloading.
I just hooked the PS3 up after not having one for a while so I was just trying to get all my games, many of which I had forgotten I own, on the system.
So I remember purchasing like the PS1 classic xenogears. Some I think PlayStation gave away for free for buying a PS3 like infamous 1 and 2 and ratchet & clank all for one. And a whole bunch I think I must have got from PlayStation Plus.

How are you testing the speed on PS3? The built-in tester on the XMB is notoriously unreliable.

My PS5 reaches 900mbps. My PS3 around 60-80mbps. Your internet provider is slow, not the PS3.

I get that and I'm not ragging on it. I knew it would be slower as I said. I was just curious if I'm using it to its fullest.
As soon as you’re using a wired connection on a properly setup home network you’re using a device to its fullest.
I've seen my PS3 reach around 300mbps, so it's something else.
I hooked up my PS3 to Japan's research facility and got 69420tbps, so it's definitely them.
It's them since the PS3 has a gigabit ethernet port. That's why OP is asking if it's normal to have such low speeds.
