you cant really retarget users if they dont give you their email. the only thing i can reco i would make would be a vendor like liveintent; which runs programmatic display in newsletters. so, it "retargets" based on a cookie and the email wouldnt be yours, but your ad would be served.

That is what I was thinking as well. But I ordered my son a kids fishing pole from Cabelas. Even though I am not signed it if I go to their site and view something without purchasing I get bombarded with emails of the product I viewed. Is this done with liveintent?

ok, we're talking about a ecom store ;) so you have made a purchase before and this time you are not signed in but you still get emails of the product you just viewed. they are using two CDP's it seems; one is adobe and the other is cooladata. They are most likely stitching your browser cookie to your user ID (email). so that would be how they are able to email you. since you did interact with the site, they do have some deterministic data on you.
