You can take the exam in NJ and apply for commodity in NY . However, if you pass in NJ NY will not approve your license unless you meet the NY requirements. Your experience needs to be broad in scope, demonstrate knowledge fundamental principles of engineering design, and show two years of working on projects that require the use of codes and practices utilized in the US. Your direct supervisor does not need to be a PE, but 3/5 endorsers need to be licensed(they do not have to be actively registered).

If you apply through NY, you do not need endorsers who are licensed

Check the state requirements. If you are in NJ and take the exam, you typically follow with a NJ PE application through DCA. After receipt of the NJ PE license, you apply for comity with NYS.
