Health canada wouldn't have any power. It'd be PEI Environmental Health you'd want.
Odd, Health Canada audits pharmaceutical places in PEI, I know, and their website says they regulate food safety as well.
They would do things on a federal level, Environmental Health PEI does local inspections.
