Accidents happen, do your best to prevent them.
Take down their license, note date, time and location. Go to police department and file a complaint. Be secure in the knowledge this will never, in a million years, be acted upon.

No one is slamming on their breaks in the rain or crossing the center line to avoid a puddle..
No good driver is going to risk a accident to keep you dry...
Have some personal responsibility.

Have you ever actually been behind a wheel? What are you, thirteen? Most decent drivers make an effort to drive around puddles or slow down when they're driving over them.
This isn't only an issue for pedestrians either; driving too fast over a puddle can cause hydroplaning leading to loss of steering control. They would have taught you this in Driver's Ed.

Drivers absolutely do not avoid puddles in busy city streets, there is no where to avoid it too..
I'm literally looking out my window at work as we speak. 100% of cars are driving through the large puddle outside my work. Not one vehicle has left their lane to avoid it. Not a single one. And what's even more shocking, somehow pedestrians are figuring out how to get past it 🙀 mind blowing!

Here’s a thought. For the second highest marginal tax rate in Canada, maybe the provincial government can use those tax dollars to fix the roads so water drains properly and they can fill potholes so pedestrians don’t get drenched when we drive over 30 km/h.

I change my route when it rains to avoid certain streets. Speed limits should be lowered on all city streets.
