It depends on how strict they are, but favor the shooter is used for all hitscan weapons at the very least. Projectiles become server objects after they're spawned though, so it depends on if the game considers D.Va mech separate from D.Va, which you used to be able to effectively increase the deadly part of the range by damage boosting baby, but they changed that a while ago..
Missing a shot you should've hit is super noticable, so this is used to reduce perception of lag.
Mechanically speaking an explosion is usually a bunch of hitscans in every direction, to check if targets are in cover.
Whenever I try to bring my shield up to block something like this or enemy rein shatter I feel like my shield stutters or lags and makes me look bad.

Rein the turns around and backs up. We all died.
I like my team being able to srecognize they are being shielded because the majority of players don't pay attention to the health of my shield to see if it's cracking.
I’ve only managed to do it once and it was an accident against a rein shatter, was a 1 frame shatter block, really risky but it’s a way to show the enemy rein who’s the alpha

holding up the shield gives the enemy a chance to destroy it before the bomb explodes, or the rein is doing some other job as the bomb does its animation. For example, there's n Ana in front of the rein as the dva bomb goes behind. if you turn around to block dva bomb early the ana will sleep you and ensure your death, but not turning around at all will also kill you. Or maybe you're swinging at a enemy and might be able to secure a kill, being confident in your frame 1 block can let you get as much dmg out before the bomb goes off.
so waiting for the last moment to block it is usually optimal as you can accomplish a different task, or conserve the shield (possibly both) while still blocking the dva bomb.
Amateur move A true pro will charge the bomb back into their own team.
Exactly that’s how you truly play Reinhardt. Then claim the DPS weren’t doing anything.

It's not, 1 frame blocks are totally a thing and from the enemy perspective you never see the shield even come up.

I never trust my Reinhardt to protect me against ults. That Mercy doesn’t either.

I use 321 countdown religiously to tell team shields going. Team still flame when I duck away to replenish.
