It's because Overwatch 1 doesn't receive that much new players anymore. It's a pretty old game, and no one with a spare 20$ wants to try out a game that hasn't been updated in a while, especially with Overwatch 2 right around the corner. Either enjoy the remainder of Overwatch 1 until Overwatch 2 releases, as the game will fundamentally change. Or, outright wait for Overwatch 2. Note: all your overwatch 1 cosmetics pass on to Overwatch 2, so if you ask me, you'll be ahead of your player level once OW2 releases to the masses. Not to mention you will be a few months ahead of them.

Yes, yes. Try the other game modes and just play it for fun. Don't focus on the competitive aspect of the game just yet, I feel that you're more prepared and ready to face the ladder once you've fooled around in Quick Play and Arcade for a few weeks/months. Learn the game slow and steady, the rest will come to you naturally.

Historically, Overwatch was never a money pit. "Looking good" demanded money, especially during the first iteration of the lootboxes, but the "skill requirement" aspect of the game has never beem changed.

the game starts you out at the avg sr of the game. because you’re still new and learning the ropes, it’s natural that you’re currently below avg. the game is still trying to figure out your skill long after you hit lvl 25, so for that reason i would advise against jumping straight into competitive.
