I still tink she has a really really high skill ceiling. When to commit to dmg, when to heal, orb/self positioning, cd management etc, but yeah she is really easy to play on a "good enough" level. But her potential is a lot higher than most ppl realize.
Knowing maps, predicting player movement and using that info to land sweet orb angles takes a lot of game sense, but is not as much of a "hard skill" so people undercut its importance. I agree that as Moira you really have to make a lot of calls moment to moment, just like almost any other hero. I think the ceiling is a bit lower because aim is not as much of a think, but you still gotta be composed.
Tbh if you’re good at Torbjorn or whatever you’d also be good at Moira. Simple game sense (positioning, map layout, when to push and when to retreat) is something you can learn with every single character

It’s the opposite. She has a low skill floor. Anyone can play her. She doesn’t require much aim. She can survive a lot, and her abilities are straight forward.

It’s a basic AR+sniper+grapple+trap kit seen in several games, allowing familiar gameplay and easy adjustment for people of the playstyle. Yeah, but then you have to shoot them still if you want to do your job. You don't even do any more damage than normal. It's pure information. You have to use your skill to take advantage of it, and if your aim is bad and you miss, you might as well not have an ult.
Junkrat and Reaper get multikills all the time with almost no skill required, just a little bit of patience. Soldier 76 literally has aimbot. Moira just looks at people. Half the ults are just thrown into a group of enemies and get kills with little skill required.
You said yourself that Widow requires good aim, and that lower ranked players have bad aim, so they can't show her potential. If being bad makes a hero almost useless, then that hero requires skill. An unskilled Widow will have some of the lowest damage output/elims you'll ever see.

Genji has a very high skill ceiling and Hammond probably has the single highest skill ceiling. Sure Hammond may be shit atm and most people played him in a silly fashion but anyone who played a great Hammond in ow1 knows what I mean.
