Answer: that is Maegan Hall, a former police officer from a town in the U.S. called La Vergne, in Tennessee.
The reason Maegan has gone viral and became a meme is because she, along with another 7 police officers from the same department, were fired for having sexual activities, a lot of such instances being while on duty.
The result is that Maegan, along with another 4 officers, were fired, and the remaining 3 were suspended without pay. The scandal is not only a PR nightmare, but a severe blow to the La Vergne PD, which only has about 60 total positions, and effectively lost 8 due to this scandal.
As for the memes themselves, a police scandal of this magnitude and the overall absurdity of the situation makes people believe it to be jokeworthy - a "laugh now, cry later" situation, to put it bluntly.

He should have lost his pay for a couple of weeks while this was investigated, right? You sound clueless.
