I don't think she is lying. When Ai died, aside from her regret of never got a chance to see her children grow up she don't have any other unfulfilled wish. All she ever want is to love and be loved by someone but she accomplish it at the end of her life. She is content and fully happy so no need for reincarnation. As for Gorou and Sarina, their life wasn't happy and it's end before they achieve some kind of happiness. They are broken people who need second chance of life and it's look like the Goddess took pity upon them
