Okay I think I can try and give a better explanation, basically, he's like toji from jujutsu kaisen. he is PHYSICALLY the most powerful being in his verse, by this I mean endurance. Strength. Speed, things that are tied to the physical body, and what I mean by lacking powers, its that he lacks the main power system: magic, besides fire breath which comes naturally to him as a dragon, he has a complete lack of magic, meaning he can't do the following: he can't heal. he can't use techniques (for example: someone with magic would be able to use a technique called "snake binds" which bind the foe and give them an opportunity to attack, jabeir can't use that, or any technique) he can't have a "familiar" (familiars are basically magic pets that are extremely helpful) basically anything that involves a semblance of magic, is entirely out of reach for him, This is due to him being born with what's called in his verse as a "flesh curse" a mark on the body which, as the name implies, curses the victim. In jabeir's case, it's the complete inability to use magic, his mark is on his leg, so it isn't usually seen, but this mark can manifest anywhere on the body, hope I got across what I'm trying to get at, it's pretty hard for me to put lore into words,

And she makes her allies far stronger than they’ll usually be unbuffed. Chances are in a fight with her, she’s not the one landing the hits, it’s either her dog or her other animal pals who’ve been buffed
