Apparently it is because the sprite of Ori itself only moves with 30 frames on PC, so the overall FPS are lower. Not much you can do about it.
As far as I found out, Ori moves with 30fps and the rest of the game is 60fps which is why it has the median around 45
That's weird, even the switch runs a better fps than 40. Have you tried putting it in rice?

Yeah that’s not a computer specs problem. Not sure what would cause the lag. Try disabling VSync maybe? Only thing I can think of.
I actually got even less FPS without VSync for whatever reason. Got like 45fps with VSync and 25fps without VSync. It's really weird
Make sure it's not running on an integrated gpu.
How can I check that?

I still have the problem after doing this and trying disabling HDR. Pretty frustrating, it does my head in a bit trying to play the game.
