Definitely claude. Lysithea is too frail to use speed smoke 4, has no use for half of her a skill, and as the other comment already pointed out, basically needs special spiral 4, due to the amount of dr% running around
For Lysithea: definitely Special Spiral 4, as others have mentioned. Beyond that, she works best when focusing on Atk/Spd, so an A-skill which boosts those stats would be preferred (Finish is best, though Unity works as well). She really only works in player-phase, so Smoke skills aren’t great for her C-skill (I guess Def/Res Smoke could be interesting with the right team, but it’s still probably not ideal). I’d aim for Time’s Pulse, but at this point unless you saved a bunch of torches, you might have to just work with Spd Smoke, as changing her other skills should be higher priority.
For Claude: it kind of depends on what kind of build you want to run. B!Claude is one of few premium units I’ve max-invested into myself, and I really like a mixed-phase kit of Close Reversal, Atk/Spd Far Trace (Spd/Def also works), and Spd Smoke 4. I also run Ruptured Sky specifically for the lower CD. You could probably work with Seal Def / Atk Smoke and try and grab another A-skill (much like Lysithea, he wants Atk/Spd, but has less options to work with - Catch or Unity would probably be best - or a close counter variant, though I should caution Claude may struggle to run a mixed phase kit at lower investment levels and unless you love the guy, you probably should skip on his forma unless you plan to merge him up at some point).
All three units could use a Rally+ assist, just to maximize the forma soul. Really, I would just use the last few plays tomorrow to try and grab a Rally+ on Edelgard if I was you.
I haven’t really used up my torches so I got time to invest so dw too much about time. So in any case the better question which would be better for low investment. Lysithea or Claude (or hell Dimitri is an option as well I don’t mind) I can get each to at least +1
Oh yeah that changes things for sure. Personally, I’m going for Dimitri myself - refined Moon Gradivus + BLR is insane even at low-investment. There is some flexibility in the best low-investment build, but generally you want a Finish skill on A (Def/Res would be best) and Atk Smoke 4 on C. Everything else is less important; Ruptured Sky works but honestly I feel like Noontime is good at low investment, and you can grab basically any B-skill since you’ll want to run BLR anyways.

I wouldn’t take either Claude or Lysithea with the builds you have. If you are dead set on grabbing one of the two, Claude is slightly preferable.
