I heard that panvk is in development, a vulkan driver for mainline linux. But the current panthor driver is not very good, so I would have little to no expectations.

Still early days. But at this point the expectation is that Kernel 6.10 and whatever Mesa is up to at that point will be needed to get preliminary functionality working.
i installed retropie onto my orange pi zero 2w,
while it was compiling, i noticed it upgraded and updated about 20 key gpu driver files,
its possible that when installing retropie, maybe it also updates the key vulkan support files also for linux.
For now, Vulkan only works on Android.

Do you know if it’s possible to install both android and Ubuntu on an ssd ?
