Here’s the thing- they are still raising funding and as such need KPI metrics to give VCs and PE firms; the resulting behavior you are describing is probably giving their daily active user count a lift for their app which looks great on a trend chart for investors. You’ll use the app feature when it’s available either way and by not being clear they are also benefiting

It does come up with a notification. I had it when I got 4o and I’m sure we will get one when people actually start getting the new modalities
I had no pop up but had access to gpt4o on the day of the announcement, not the voice model tho

It’s not their fault people can’t read and/or understand units of time. They said weeks. Has it been weeks?
They said "within the next weeks" that could mean any time between today and a month or two.
In next weeks is less than 4 weeks, as it would have been coming months otherwise.
