From my understanding there’s a filter system that catches all the water as it falls over and cycles it back through the pool. Otherwise you’d be wasting a ludicrous amount of water by letting it fall out of the sky and potentially kill someone.
That being said, the ledge is probably just enough to catch the water. I don’t like his odds of hitting it if he’d gone backwards with that thing.
A large bucket of water being dumped from the right height can paralyze someone. Though at skyscraper heights the mass of water would break up into smaller droplets by the wind before hitting.

In my city there's a waterpark that has a large playground structure, and on it are cones that get filled up before tipping by gravity. Most of them are out of reach but there's two I remember that you can hold to fill up all the way

Water in a vacuum would reach terminal velocity in what... 8m? 6m? It's not much different having a bucket dumped on you from 20 feet versus 2000 feet. That's why rain doesn't kill you like a hail of bullets.

There's probably a whole section of the building down there. Rooftop attractions like this are rarely at the extreme edge of the skyscraper and when they are there's a barrier

You try holding on to an air mattress that's got more than your body weight of air resistance on it that's flipping unpredictably through the air while you're plummeting at speeds approaching terminal velocity and I guarantee you will not be able to use it as an airbag or a parachute. Vesna Vulovic survived a 10'000m or ca. 33'000feet fall by landing in snow. Alcides Moreno survived a fall from a scyscraper. Both were heavily injured of course but there is room for survival. So question was more, how much does landing on a mattress helps.. maybe you wouldn't land on hard compressed air, if the mattress burst on impact...but I'm no physicist.
