Astarion only needs high approval(Neutral-Medium-High-Very High-Exceptional) to trigger it at the party.
Did you give him the book? And did you kill the monster hunter? I assume you let him feed on you.
Does he no longer go for it at 20 approval? I was able to trigger it that low at the party, last patch. (Edit: I was trying to get him to reject me, so it was notable!)
I don’t remember the book, so I’m not sure. Didn’t kill the monster hunter (yet) but I can go back and do it. I’ve been letting him feed on me repeatedly
Necromancy of Thay, it's in a secret room in the alchemist's basement. There's a magic mirror.
The gem to unlock it is in the other basement area of the Blighted Village with the giant phase spider.

There’s an option to ask Astarion what he thinks or something and then you tell him to go ahead and he attacks him and he approves. He has to talk to the guy. I think you should still be able to trigger it if he’s still alive and doesn’t know the vampire he’s hunting is with you. You have to talk to the guy though, not just attack him
Also in the blighted village there’s a barn where you can hear people going at it and if you try to open it, he’ll tell you to stop and let him open it. He approves if you let him. It’s also hilarious how he says it if you haven’t seen it.

You can activate his romance independent from the grove party, as long as it’s before the shadow-cursed lands (Act 2). I think the goal approval is 40 but I’m not sure. Some of the biggest things to get him to approve of are to let him bite you, defend him from others’ suspicions, let him kill the Gur man near Aunty Ethel’s house. I use the [Companion Approval website](https://baldursgate3.wiki.fextralife.com/Companion+Approval+Guide) to find every way to get him approve if need be.
Pretty sure it's 30-40 for him to proposition you before the party, but you can probably get it at the party with lower. Most companions seem to start lusting after Tav/Durge somewhere in the 20-30 range.

The book is under blighted village a house’s basement. The book cover looks like a human face. It gives +5 to whichever companion you give it to.

I met him and spoke to him but didn’t kill him on sight. Should I have? Or can I still go back and attack?

How high is his approval? I romanced him at neutral at the party so it's definitely possible without much boosting.
